Steamboat is used to describe someone who is heavily under the influence of alcohol, often to the point of losing control or making a spectacle of themselves. It’s a colourful way to say someone is completely drunk.
Example: “He was absolutely steamboat last night.”
Means: “He was extremely drunk last night.”
Example: “She turned up steamboat to the party.”
Means: “She arrived at the party very intoxicated.”
